When I should contact Town Planning Department ?
 
Building Plan Permission :
 
To construct any building, permission of VMC is must by law. The approval of development plan is given in accordance with GDCR. The processing of large number of documents is required to enable this corporation to deal in accordance with rules. To avoid unnecessary delay corporation is required with complete application along with following documents. Incomplete applications are to be rejected on receipt by Building Inspector with reasons. After development plan approved, you have to give an application to the corporation to carry out site inspection when the construction of building reaches the plinth level. Thereafter also, the same procedure is to be carried out when the complete building is constructed. At both these stages, VMC will issue certificate. The certificate of completion is pre requisite for obtaining drainage and water connection. You have to pay fee for plinth check at the rate of Rs. __________ per sq. meter.
   
How to Apply :
You have to apply in the prescribed form of GDCR.
Requirements for Application :
Following documents should be enclosed with the application.
   
01. Certificate by licensed Architect of Vadodara Municipal Corporation in form 2 A.
02. Certificate by licensed structural Engineer of Vadodara Municipal Corporation in form 2 B.
03. Certificate by the site supervisor / clerk of the works in form 2 C.
04. Ownership proof
 
(a) Copy of recent property card
(b) TIPPAN of DILR
(c) Abstract of city survey of 7/12
(d) Possession Certificate for area and TP scheme with site plan, which will be provided on payment of Rs. 100/- by the Vadodara Municipal Corporation authority.
05. For proposed TP scheme you have to procure a certificate from CTPO.
06. “No Objection Certificate” from Airport authority if your proposed property is within 900 square meter of the Airport.
07. “No Objection Certificate” of the fire Department of Vadodara Municipal Corporation if the height of your building is above 15 meter.
08. “No Objection Certificate” of GEB if your property is in vicinity of H.T. line.
09. Certificate of Archeological Department of Government of India if your property is within 200 sq. meter of a protected monument declared by the Archeological Department.
10. Allotment letter of the society if property is situated in a formed society.
11. Where development is on agricultural land, process of development plan will be taken up on the condition that you have to procure N.A. Certificate.
12. Where multiple unit consumption is spread over more than 1500 sq. meter in residential development and in 5000 sq. meter in Industrial unit, provision of common plot should be shown and should be utilized for the prescribed purposes as per GDCR.
13. When revision plan is submitted earlier approved plan should be produced along with application.
14. Photostat copy of receipt of the payment made for incremental contribution.
15. Three copies of plans for approval.
   
Processing Time :
90 working days from the date of receipt of application complete in all respect. During this period the surveyor of Vadodara Municipal Corporation who will advise the applicant in advance of the date and time of his visit will do site visit. If any inconsistency in the proposal and the provision of bylaws, summary of observations will be furnished within 45 days of the date of application. If applicant fails to comply within 60 days of date of application, his application will be rejected.
 
Validity of Permission :
1 year from the date of issue. The same may be renewed for the period of three years on payment of Rs. __________. Thereafter the permission granted lapsed.
The Town Planning department will communicate final order on the application; if such communication is not received within seven days after the processing period is over, the applicant may approach the Town Development officer (Building Permission).
 
Completion Certificate and Occupancy Certificate :

Will be given after the applicant obtains No Objection Certificate form drainage and water department. At the stage of plinth check applicant has to give simple application on plane paper locating the address and citing building permission certificate number. Works that invade alteration and / or construction limited to the first floor of the house, the application should be floated to concerned ward office along with above information.
